“I want new buoys for the spring of 1989.”

“Spring? Oh no. Maybe a year from next spring, what with testing, bidding, and all the rest. Two years is more realistic.”

I couldn’t wait two years. My honeymoon with the boaters was over. The harbor advisory councils wanted results, not promises. And since almost a third of Chicago’s boats are on mooring buoys, a new boat-friendly one would go a long way to show the boating community that the park district was serious about improving their harbor neighborhoods.
